Bill has worked in higher education for 30 years. His main interests are in transnational education, mobility, digital learning and government policy. Research projects since 2015 have included comparative quality assessment, student mobility, TNE in Thailand and the Philippines, HE strategy in Pakistan, and a UK branch campus in Egypt. Clients included EAIE, HEFCE, HEA, QS Intelligence Unit, British Council, European Parliament, a Saudi research group, universities in Russia and Canada, and upGrad, an Indian online HE provider.
Bill was Director of the Observatory on Borderless Higher Education from 2011-14 and before that a founding member of Universities UK International. He was a political analyst and Head of Academic Relations at the Canadian High Commission in London. In the 1990s he taught politics at the University of Hull.
Bill’s publications include ‘Universities, the digital divide and global inequality’, Journal of Higher Education Policy and Management (2018, with Christopher Hill). He co-edited Exporting Transnational Education (2018) and Importing Transnational Education (2021), both published by Palgrave. He is originally from Newfoundland.
