Dr. Ra’ed Mohammed BenShams

Dr. Raed Mohammed BenShams is a distinguished leader and expert in public
administration and management. He has devoted his 39-year career to advancing
Bahrain’s development goals through various fields, such as capacity building, youth
empowerment, policy making, and public innovation. He has led many successful
projects at local, regional, and international levels.

Dr. BenShams is the current President of the International Institute of Administrative Sciences (IIAS), an
influential organization with 54 state members and numerous academic and practitioner corporates. He was
elected for the second term for his achievements in reviving the organization from financial crisis.
Dr. BenShams is also the Advisor for the Minister of Cabinat Affairs for Public Services Development. He
was the founder and former Director General of the Bahrain Institute for Public Administration (BIPA) for
16 years, where he introduced innovative programs and projects in training, research, and consultancy. He
was also the founder and former President of the Middle East and North Africa Public Administration
Research (MENAPAR) Network, one of the six members of the UN Global Thinkers Network.
Dr. BenShams has received numerous awards for his contributions to the public sector, including the medal
of Achievement of the First Level from His Majesty King Hamad bin Isa Al Khalifa. He received also the
GCC Youth Medal for his efforts towards empowering the youth. He has a rich background in the public and
private sectors, and holds a PhD in Organizational Behavior and Strategic Management from the University
of Bradford, UK. He is also a eminent speaker and author with several publications.
